CCTV Package Installation for Barangays in Labo and Capalonga, Camarines Norte

Project Description:
The CCTV Package Installation Project was carried out to strengthen peace and order, public safety, and community monitoring in the municipalities of Labo and Capalonga, Camarines Norte, in accordance with existing government laws and directives on local governance and public security.

A total of 50 fiber optic-powered CCTV cameras were installed in Barangay Bagong Silang 1, Labo, and 80 cameras in Barangay Catioan, Capalonga. These systems provide real-time, high-definition monitoring of critical areas, enabling faster response to incidents and improved deterrence of unlawful activities.

This initiative supports the mandates of:

  • Republic Act 7160 (Local Government Code of 1991) – granting local government units (LGUs) the authority to exercise powers necessary for the promotion of general welfare, including the preservation of peace and order.

  • DILG Memorandum Circular No. 2009-184 – encouraging LGUs to install CCTVs in public areas and vital installations as a measure for crime prevention and public safety.

  • RA 10173 (Data Privacy Act of 2012) – ensuring that surveillance systems are implemented with proper safeguards for data privacy and protection of individual rights.

By aligning with these laws and directives, the project establishes a modern security infrastructure that not only protects residents but also supports local authorities in upholding safety, accountability, and good governance.
